In products/breg/SECURITY-REVIEW-NOTES.md, the heading ## Proposal draft inputs, manual queues, and guard copy keys (line 4478) follows a list item with no blank line between them. Insert one blank line before it so the heading is separated from the list as in the rest of the file. No markdown linter in .github/ or scripts/ currently flags this (markdownlint MD022 would).
