从 gui-lib/mred/private/wx/win32/list-box.rkt:414 开始，复现 Package Manager view 中描述的 Windows 列表框滚动行为。检查可见项目数等于 target top item 的情况，包括默认 scroll size 为 3 的情况。当 list-box% 能够在所报告的 24 项视图中滚动超过第 21 项，且不破坏其他滚动行为时，即表示完成。

描述
On Windows a list-box% scrolling stops when the control attempts to make the Nth item the top item when there are N items visible. I've tracked it down to this line https://github.com/racket/gui/blob/master/gui-lib/mred/private/wx/win32/list-box.rkt#L414 . I'm not sure what the ramifications are for removing it, but I think that would fix it.
I found this when the Package Manager view in DrRacket had 24 items visible and with the default scroll size of 3, the list-box% would not scroll past the 21st item.
