Start by finding where the save_objectdb and save_history config options are read and where the project database and undo history are cached or saved. Make those files always save, and emit a deprecation warning when either setting is present in the config. Done means both settings are ignored with a warning, and the existing tests still pass. The issue does not say how the deprecation should be surfaced, so confirm that with a maintainer first.

Description
These config settings tells rope whether to cache the projectdb and retain undo history respectively. We should just always save these files.
Rope should just always have sensible default behaviors, there should be no reason for users to disable these config. In order to minimize the number of unnecessary settings and keeping the config file simple, these settings are being deprecated.
