The traceback points to add_hookspecs in pluggy/_manager.py (around line 366), which raises 'did not find any hooks' when it is given the scancode plugincode.pre_scan module. Start by reading how that check decides a module has hookspecs, then compare it with the 1.6 behaviour. Pull request 795 is already open against this, so check its discussion before starting. Done means scancode's import works on 1.7.0 and the pluggy test suite passes.
