Start at the two places the issue cites in serializers.py (around lines 1218 and 1262), where portnums outside the known set currently cause a 400. Trace how an accepted packet is saved as an observation and where last_heard is updated, so unknown ports follow the same path. Done when a packet with portnum 37, 38 or 79 is stored with its observation, last_heard advances, and tests cover those cases.

Summary
New portnums 37 (MESH_BEACON_APP), 38 (PAGING_APP), 79 (LORA_OTA_APP). With lib 2.7.11 they arrive as numbers and 400 (serializers.py:1218,1262). Store unknown/unhandled ports as raw packets and advance last_heard.
