Start with fluent.runtime/fluent/runtime/fallback.py at the referenced fluent_value implementation. Trace how errors produced outside the bundle are handled and identify how callers could retrieve them. Done means those errors are no longer silently swallowed and can be accessed by users.

This makes it really hard to debug them for the user :)
