Run terraform fmt -recursive in an affected Terraform codebase, noting that the failure is intermittent and dev off followed by dev is the reported workaround. Start with src/utils/semver.ts at Module.intersect, then trace the calls through src/plumbing/hydrate.ts; done means the reported intersection error no longer occurs.
