[Bug]: Diff Files panel cuts off every file name and can't be resized

Steps to reproduce
- Open the Changes diff in a repo with nested folders (e.g. a Unity project).
- Look at the Files panel on the right.
- Try to drag it wider.
Expected behavior
File names are readable. The panel can be resized by dragging (like in Codex and Claude Code), ideally with a hover tooltip showing the full name.
Actual behavior
Almost every name is truncated (EntityHostGizm….cs, SceneHostC… meta), and there's no resize handle. I can't tell my files apart, so the panel is unusable.
Same missing handle as #17982, which was marked cosmetic. With real-world names it isn't.
