Manual infra-estructure

这是一份范围较广的跟踪清单，而不是单项变更。首先确认哪个未勾选项目属于范围之内，例如在 configure.php 及其子脚本中重新创建 --langs-dir，或将生成的文件移入 doc-base/temp/。Done 表示完成所选的清单项目，并使用其结果更新 issue。
