Start with the NAT table size constants in dpd/p4/constants.p4 and read RFD 583 section 6.3 for the stated motivation. Determine what limits the current 1024-entry tables and what changes could support 10k or more entries; done means the tables support that larger capacity.

We currently set NAT table sizes at 1024 with a TODO for supporting more. That TODO's hour has arrived. Ideally we'll support 10k or more entries, but getting there might require some creativity. See RFD 583 section 6.3 for motivation.
