Configure Dependabot to automatically monitor and update Python dependencies.

Problem

Currently, Dependabot only monitors GitHub Actions. Python package dependencies are not being tracked for updates, which could lead to outdated packages and security vulnerabilities.

Proposed Solution

Enhance .github/dependabot.yml to include:

Weekly Python (pip) dependency checks
Automated PR creation for dependency updates
Grouped minor/patch updates to reduce PR noise
