feat(quality-packs): QGP foundation packs, private overrides và three-way rebase giữ nguyên opt-out

Start by reading the listed personal-kit files under apps/web/app/lib/personal-kits/, the release signing code, compatibility code, schemas, and existing personal-kit tests. The issue asks to extend those foundations for versioned quality packs, private overlays, and consent-aware three-way rebase; use the referenced ADR and dependencies to establish expected behavior. Done means the listed merge, privacy, rollback, offline, and interoperability cases pass without losing opt-outs.

Phạm vi

1. Versioned quality-pack metadata/facet theo ADR QGP: rule IDs/schema, evaluator refs/versions, rubric/profile, required capabilities, compatibility, provenance, checksums, scripts/deps và permission declaration. Pack là data trước; tải về không đồng nghĩa cấp quyền chạy.
2. Foundation + user/project overlays: inherit, explicit disabled, param override, remove/tombstone; thứ tự deterministic và explain nguồn mỗi rule. Không sửa foundation bytes, không overwrite entire skill để cá nhân hóa rubric.
3. Three-way rebase trên base đã pin + upstream mới + overlay. Nếu upstream đổi ý nghĩa/type/default/permissions của rule overridden phải conflict/migration review. New rule có network/model/scripts không được tự enable. Unknown capabilities/schema fail actionable; không drop silently.
4. Package/release pin và immutable lock đủ chạy offline; opt-in update/sync/rebase/publish qua existing APIs/CLI/MCP. Private content/receipts không lọt public search, ratings, previews, cache hoặc telemetry. Reuse #107 scope.
5. Evaluation evidence là attachment có scope/redaction và consent, không upload raw sessions/screenshots tự động. Score phải ghi corpus/evaluator/policy versions và measured/estimated; không biến self-reported model score thành verified marketplace certification.
6. Rollback phục hồi cả pack versions, overlay và opt-out. Revoked/quarantined pack không được silently execute; installer consumer giữ execution sandbox/permissions riêng.

Definition of Done (DoD)

• Quality-pack schema/facet có version/compatibility/provenance và conformance fixtures với QGP; cơ chế discovery cũ không bị phá.
• Publish/fetch/install pinned pack dùng existing immutable release và verified artifacts, không thêm registry thứ hai. Offline consumer chạy không cần SkillX API.
• User có thể bật/tắt evaluator/rule, override params/profile, giữ inherit khác false/remove; explain output đúng sau install/sync/update/rebase.
• Tests three-way merge: upstream add/change/delete/rename rule, modified local overlay, disabled rule, changed schema/permissions, concurrent version update và conflict resolution.
• Foundation update KHÔNG re-enable rule người dùng đã tắt, không cấp upload/model/sandbox/budget mới, không tự chạy migration scripts có quyền.
• New rule/evaluator requiring external execution luôn inactive/pending-consent cho tới owner chấp thuận; project metadata không giả được user consent.
• Lock/digest/version pin và rollback tái lập chính xác effective policy, kể cả opt-outs; corrupt/stale/foreign/quarantined release bị xử lý đúng.
• Private packs/overrides/eval evidence chỉ owner/grantees đọc được ở tất cả REST/MCP/CLI/search/cache paths; test không leak into public metadata/leaderboards.
• Evidence upload/public publish cần explicit action; labels tự model tạo không được gọi là độc lập verified benchmark, missing measurements không biến thành zero.
• AgentKit↔SkillX interoperability test: install foundation -> customize -> upstream update -> conflict/resolve -> sync another authorized client -> rollback, kết quả effective policy giống nhau.
• CI offline và deterministic fixtures, no-secret bundle scan, path/symlink/size bounds; docs custom quality pack/private publication/migration/consent/rollback và failure cases.

Không làm

Không dựng quality marketplace/revenue layer mới, không bắt QGP gửi dữ liệu trung tâm, không tự publish cải tiến của agent hoặc thay các quyền người dùng bằng consent trong package.
