描述
Every action tool function across libs/hackbot-runtime/hackbot_runtime/actions/{bugzilla,phabricator,slack,try_server,testrail}.py independently redeclares its own near-identical reasoning parameter description (why the agent is doing this, for the audit log), and ref is similarly duplicated in try_server.py and phabricator.py. Move these into a shared Annotated type alias so the wording lives in one place.
