iscript: add error code to human error message map

描述
We get error codes from run_command when we notarize. We should translate these to human-readable error messages, so we have some idea of what's going on (e.g., --notarize-app 222 is notary service down?)
This map could also give us information about what to do. For instance, we may want to auto-retry the task given specific error codes.
