[githubscript] add support for submitting comments to pull requests

描述
Github already shows us if tasks are passing or broken. However, it would be useful to, say, link the latest artifacts from a build or dep-signing task as a comment, or post status from code coverage tasks or similar.
Let's add support for commenting in PRs from githubscript.
