Reproduce the issue using the junit5-jupiter-starter-maven sample from the linked testrunner branch in VS Code. Start with the Test Explorer "Run All Tests" entry point and compare discovery of tests inside static classes with the reported result. Done means all tests in the static class run when "Run All Tests" is selected.
