[Bug] Cannot block Tenant wide CLI path

描述
Describe the bug
Any user could use ms app create and it will create DEV environment and publish app.
Steps to Reproduce
- Login in terminal
- ms app create hello-world --display-name "Hello World"
- User get DEV environment.
- App is added to tenant
Expected behavior
When CLI is blocked for Default Environment Group, usser cannot publish app, and dont get DEV environment
Actual behavior
Default Environment Group, CLI settings is set to OFF. But when user put
ms app create hello-world --display-name "Hello World"
The gets app deployed.
User span new DEV environment
Routing rule allows to create new env, and this env dont get Default Environment Group rules assigned from first second, but after few minutes. So in this time CLI allows to add apps
