Environment
- OS: RHEL 9.6
- Eclipse Version: 2025-12
- Plugin Version: 0.18.0 or later, tested with 0.21.0 and a later nightly build with PR 504.
Describe the bug
The preference "Load custom instructions from" (Preferences → Copilot → Custom Instructions, added in #136) is
meant to limit where custom instructions are loaded from. With "projects inferred from chat-attached files", it
also limits the search tools: grep_search and file_search only search the projects of the current file and
attached references.
Cause: the plugin sends only these projects as workspaceFolders with conversation/create and
conversation/turn. The language server uses this one list for customization files and for the search tools.
To Reproduce
- Open a workspace where project B uses classes from project A.
- Set "Load custom instructions from" to "projects inferred from chat-attached files".
- Open a file from project A and ask in a new chat: "Find all usages of this class in the workspace."
- Only project A is searched. The agent reports that it only has project A as a workspace folder.
Expected behavior
The setting only limits where custom instructions, skills and prompt files are loaded from. Search covers all
open projects.
What might fix it
Let the language server accept separate folder lists for customization files and for the search
scope.
Additional context
Note, if I set the Copilot preference to "Load custom instructions from all projects in workspace" having about 40 projects in my workspace, then trying to search for files in the workspace folders hits the "Task queue limit of 20 reached" problem with a single search request. See discussion in #62 for the original reasons for implementing PR #136 and related issues #24 and #40.
