Problem
AgentRC still pins @github/copilot-sdk 0.2.x in both the CLI and VS Code extension. The current SDK uses a different permission-response vocabulary (approve-once, user-not-available, reject) and benefits from longer headless probe and instruction-generation timeouts.
PR #171 contains a well-tested compatibility implementation, but merging that behavior without upgrading the dependency would break the current 0.2.x runtime. The dependency upgrade must update root and extension manifests/locks together.

- confirm CLI and extension login/probe behavior on Windows and macOS
Current blocker
The migration was prepared locally, but package-lock regeneration was blocked because the configured npm feed did not contain @oxc-project/[email protected], while direct npmjs access was unavailable. Regenerate the locks when registry access is healthy rather than hand-editing them.
