Support Listing Submissions in `PackageUploader.ClientApi`

描述
In the PackageUploader.ClientApi IIngestionHttpClient, it would be useful to offer an API corresponding to the GET /products/{productID}/submissions endpoint for listing submissions as documented in the Ingestion API Swagger Page.
This would be useful (for example) for writing CI/CD pipelines with graceful idempotent submission behavior (e.g. seeing if a submission is in progress and no-oping if a submission is in progress, or perhaps canceling that submission).
