dts-critic already downloads the package and depends on (parts of) DT-tools, so it's probably the best place to add this. Would have prevented the need for https://github.com/DefinitelyTyped/DefinitelyTyped/pull/52789 by failing CI on https://github.com/DefinitelyTyped/DefinitelyTyped/pull/52668
