描述
Phase 3 of the GPO deployment fails on sub-domains when trying to resolve forestroot-only principals, i.e. Enterprise Admins.
In New-TierModelGptTmplContent.ps1 forestroot-only principals are always added, even if the current domain is not the root domain.

Instead these principals should only be added if the current domain is the root domain.
