Problem
Triage stamps provenance: signal on items whose body carries <!-- autonomy:signal:v1 --> (plugins/work-items/skills/triage/SKILL.md:173-177) and says the label asks for more care downstream. Two places downstream do not read it:
- attend-queue's plain-flip refusal (
plugins/work-items/skills/attend-queue/SKILL.md:174,:189-195) keys only on thework-class:label. A signal-provenance item whose class a person changed to C1-C3 can be flipped to agent-ready on one answer, while the frontier still floors it. - The autonomy work-class text (
plugins/autonomy/reference/guardrails/work-classes.md:39-78,plugins/autonomy/reference/guardrails.md:35) defines C5 by fork and author-trust tests and never says where a signal-marked item sits.
Slice 128 on #7009 makes signal-filed items untrusted-provenance in triage; it leaves attend-queue and the autonomy reference out of scope and names this as a follow-up.
Fix
- State in
work-classes.mdthat aprovenance: signalitem is C5 (untrusted provenance), matching triage after slice 128. - Make attend-queue's plain-flip check read
provenance: signaland refuse the plain flip for it, as it does for C4 and C5. - Add an eval case for each.
Verification
The new eval cases pass, and the existing triage signal evals still pass.
