This is a design decision, not a code change: the issue asks how to measure near-full usage for weekly per-account percent (from claude -p /usage) and per-org credit spend (from the tally), and where to display it, possibly on the account-rotation quota dashboard linked as melodic-software/claude-code-account-rotation#220.
