The issue asks whether each critical CI lane should keep claude-code-action or run its own claude -p step, and the payload names no files or tests. Start with the probe the issue refers to, then compare the billing behaviour with what the Action provides: signed commit_files, CLAUDE_BRANCH handling and tag mode. 描述
claude-code-action runs never draw API credits, so its key fallback bills paid usage. A self-written claude -p step might draw credits (see the probe) but drops the Action's GitHub glue: signed commit_files, CLAUDE_BRANCH handling, tag mode. Decide per lane after the probe.
