Port of liberation-data/drivine4j#263.
Neo4j refuses left('hello', 2.7) and substring('hello', 1.7, 2.6) (22G03: data exception - invalid value type). This library's compiler reads their counts as whole numbers by a cast, in drivine/cypher/sql/sql_cypher_compiler.py (_text_and_count / _whole, around line 3323). So it gives a value: rounded on Postgres and Oracle, truncated on SQLite.
The fix in drivine4j#263: refuse a written or bound fractional count when compiling, and add spec cases. Port that, and run the same spec cases once they're tagged.
