RFE: Add a watchdog based watcher

Start by locating the existing pyinotify-based watcher and reviewing how watcher events reach the livereload server. Compare the required watcher behavior with watchdog's cross-platform API; done means the watcher can be selected or used without breaking existing reload behavior, but the issue does not name tests or acceptance details.
