从 pending.py 中链接的 staging-deployment 逻辑（约第 77 行）开始，然后检查 kernelci-pipeline pull request 643 所引用的 checks。追踪 pull request 如何被选入 staging，并将 gate 定义为所有 CI checks 都通过。完成的标准是：任何存在失败或未完成 check 的 PR 都不得进入 staging，而所有 checks 都通过的 PR 可以被纳入。

描述
Although there are various checks enabled in KernelCI repositories (e.g. https://github.com/kernelci/kernelci-pipeline/pull/643) it is not verified if they all passed before adding a PR to the staging deployment.
PRs should be included in staging on condition that all CI checks passed.
