jetty: `form` method incorrectly merges query string and form urlencoded/multipart body parameters

When extracting form data from an application/x-www-form-urlencoded or multupart/form-data request, the form method returns a combination of both the URL query parameters and the body parameters.
Expected behavior:
Form parameter extraction should strictly return the parsed parameters from the request body, ignoring the URL query string.
