## Weekly Label Check - [YYYY-MM-DD]

### 1. Conformance check
Finds issues with no label at all on an axis. Every link should come back empty.
If a link returns issues, label them. If it returns an issue that already has a
valid label, the filter does not know that label yet - add it to the filter in the
issue body and say so under Filter changes below.

The last link in each repo is a different kind of check: it finds issues with
no card on the board. Both blank issue forms add the card automatically, so
this is not about new tickets - it catches the routes that bypass the forms.
@danielridgebot creates its issues with `gh issue create --project`, so if
secrets.DR_PAT is ever rotated without the `project` scope the labels and
milestone still apply and only the card silently fails to appear. Same for any
`gh issue create` run without --project, and for issues transferred in from
another repo. Note these three links cover 3 of the board's 5 repos -
ghpages-docker and docker-mkdocs are not checked here.
