07-first-workflow has the highest conditional dropout (26.6%, 22,399 at-risk runs); top cause is Copilot access missing (3,693). workshop/07-your-first-workflow.md prompt and template (lines 52–77) add copilot-requests: write, but personal billing (side-quest-07d-billing-paths.md:53-55) requires removing it. The access test is duplicated in 07 (lines 23–42) and 07d (143–162), and billing is deferred to a side quest, creating circular navigation.
Proposed change
Move a short billing decision (centralized vs personal) into 07d before the learner compiles/pushes, tell personal-billing learners explicitly to remove the permission and recompile, and keep a single access check with one recovery link. Add a small "verify" activity (e.g. run grep copilot-requests .github/workflows/daily-report-status.lock.yml and interpret the result).
