Follow-up from the #2315 review (Rust reviewer, unposted theme).
package_config_check::read_configs maps a read_dir failure on the repository root to an empty list. Read failures on individual files are skipped silently too.
Being lenient is deliberate, because the check is advisory and must never fail a compile. The side effect is that a permissions problem looks the same as "no config files", so the author gets no warning and no hint.
Acceptance criteria
- Unreadable roots and files are reported at debug/log level (or as a single advisory note), not dropped silently.
- The check still never fails compilation.
