描述
When an agent sets up a new service, it looks for a way to create the Sentry project and doesn't find one. create_project isn't in the default tools/list (surfaces.ts), and it's gated behind the project-management skill, which is off by default (skills.ts). So unless that skill is granted, search_sentry_tools doesn't surface it either. The agent then tells the user to create the project by hand. If that gets missed, CI release steps fail later with "Invalid project ids or slugs".
Suggested fix: since the top-level list is locked, add one line to the find_projects description: when no matching project exists, projects can be created with create_project through search_sentry_tools/execute_sentry_tool, which needs the project-management skill.
Acceptance: when find_projects returns no match, its description points the agent to create_project and the skill it needs.
