Better support for finding "changes since last I looked"

首先检查客户端当前如何获取 patchwork 数据，以及同步脚本如何识别之前见过的点。在实现之前定义变更跟踪行为和请求格式；当客户端能够仅获取自上一个标记以来的变更，而无需获取完整历史记录时，即视为完成。

描述
Currently, there's no way to get data from patchwork and then find out what has changed to that data without fetching it all again.
e.g. if writing a script so sync tags in your email client (notmuch) with patchwork, you have to go through the entire list of all patches ever rather than ask "what's changed since last time".
How to implement this in a sane way is a good question :)
