Description
HTML templating is not working for the HTML encoding of the TileMatrixSets resource

Steps to Reproduce

• Apply html templating by following these steps.

      cat example-config.yml | grep themes
          path: /home/joana/git/tmp/pygeoapi/pygeoapi/themes/hand-drawn/templates
          static: /home/joana/git/tmp/pygeoapi/pygeoapi/themes/hand-drawn/static

Expected behavior
The templating should be applied to the "TileMatrixSets" and derived endpoints.
