The issue requests a new --max-level CLI option for github-markdown-toc; begin by tracing the existing heading and TOC-generation entry point. Done means headings deeper than the requested level are omitted, so --max-level 2 includes # and ## but skips ### and deeper headings.

This tool is great! I'd like to suggest this improvement: allow me to specify the deepest heading level I want to consider to build the TOC, e.g., --max-level 2, it will only consider # and ## headers, it will skip from ### or more.
