Add jq filtering to subscriber

首先定位 subscriber 现有的 event-name 过滤功能，并检查如何将 Python jq package 应用于完整的事件 JSON。在实现之前，明确 subscription 语法和支持的过滤行为。完成的标准是 listener 可以按 JSON 内容选择事件，包括 artifact-type 示例。

Filtering right now only works on event name and not the overall JSON data. Please add jq filtering for more advanced event filtering: https://pypi.org/project/jq/
