The payload names no files or functions, so start by searching the repository for the steer message handling and the existing rollback logic and reading how they relate. Settle first whether the steer message should be truncated at all, since the first item asks that question. Then make the removed steer message return to an empty prompt, reusing the rollback code path. Done when the full message can be seen and an emptied prompt is restored without overwriting existing text.

- Allow seeing the entire message somehow. Is it even necessary to truncate/shorten it?
- After removing it, put it back into the prompt if the prompt is currently empty (so it doesn't overwrite another message). It should probably share the logic with a rollback.
