Bower is now deprecated (still maintained):
However when we create a new PureScript project with pulp init a bower.json file is created and also the bower_components folder which contains the PureScript packages.
After reading some Github issues mentioning this problem it looks like PureScript is still using Bower to manage packages.
There is also another package manager: https://github.com/purescript/psc-package based on package-sets
