--filter does not work with negatives anywhere other than prune

Start with the docker ps --filter entry point and compare its handling with the working prune command, using the reported label!=foo reproduction. Trace how negative filters are parsed and applied across commands; done means negative filters work outside prune and the reproduction no longer returns an invalid-filter error.

Description

Hi, the --filter option still is non conformant with the specs. It does not respect anything negative such --filter "label!:foo" on anything else other than prune command.

It does work on prune commands.

Reproduce

$ docker ps -a --filter "label!=foo"
Error response from daemon: invalid filter 'label!'
