min_value() is implemented as

/// The smallest finite positive value representable using this type.
#[inline]
fn min_value() -> Option<Self> {
    Some(<$T>::MIN)
}

But MIN is negative. MIN_POSITIVE might be the intended implementation if documentation is correct.
