Start by reproducing the report with converter.parse(abc_string, format='abc') followed by score.write('musicxml', ...), using the ABC source from the issue. The issue says that splitting the inline [K:] and [M:] changes onto their own lines produces correct output, so compare the two written MusicXML files to see where the key and meter changes are lost. Done when the single-line version produces the same key and time signature changes as the split version.
