描述
if a dep is installed from a url, it should not sync the version information in the pre-commit config as that will cause pre-commit to install that version from pypi whereas we would like to install the dep from the url as defined in the pyproject. we should detect that case and leave the url as-is however if the dep is changed to use public version, pre-commit sync should update the .pre-commit file to public version
