Release Notes brings back cleared changes, including "Breaking: Updated API"

描述
Describe the bug
Release Notes always lists three changes. Each change falls back to its default with || (src/templates/github/release-notes.ts:38-42), so a cleared Change 3 comes back as Breaking: Updated API. A release with one or two changes ends up announcing a breaking change it doesn't have.
To Reproduce
- Open the Release Notes template in the editor
- Set Change 1 to
Fix login redirectand clear Change 2 and Change 3 - The image lists
Fix login redirect,Performance improvementsandBreaking: Updated API
Expected behavior
Only Fix login redirect.
Actual behavior
The two cleared changes come back with their default text.

Same pattern as #358. Updated Post already filters out empty changes.
