Idea

Ship the ValidatingAdmissionPolicy from the workspace pool how-to ("Grant access") as a manifest under config/. The policy refuses an HPA or a KEDA ScaledObject that targets a pool unless its author can update that pool's coderworkspacepools/scale. Today it is a docs example, tested once in Kind.

Trigger: users adopt the docs example. The HPA controller and KEDA can resize every pool, so anyone who can create an HPA in a namespace can resize a pool up to 100 (plan section 7.3).
