首先，在没有 Dashboard 数据的 NGO 管理员账户下，使用全屏 Windows 浏览器，在 Dashboard 页面上重现该问题。在 Chrome、Edge 和 Firefox 中测试上下滚动，然后跟踪 Dashboard 的滚动行为；完成的标准是页面能够顺畅地滚动到开头和结尾，而不会在中途停止。

描述
Preconditions:
The user must be logged in on the "Dashboard" page;
The user must have admin credential for an NGO that has No data to be displayed on the "Dashboard" page;
The browser window must be in full screen mode.
Steps to Reproduce:
Scroll the page down and up.
Expected Results:
The page scrolls smoothly and without issues.
Actual Results:
The scrolling is interrupted at the half-point on the page, then the user can scroll again till the end. (Either going up or down)
Environment
The issue discovered using Chrome, Edge, Firefox - Windows machine - windows size set to full screen no matter the display size.
