client enhancement operations triaged

CC API version 2.135 supports a feature to upgrade on demand deployments created with an on demand broker. This has been added to the cli https://github.com/cloudfoundry/cli/releases/tag/v6.46.0 and it would be helpful to have it implemented in the java client as well. Furthermore, on a service instance get request, the client should also support the information related whether an upgrade is required.
