The payload names no files or entry points, so start by reproducing: create a folder with only an index.html and run cf deploy to see where the setup stage fails for lack of package.json. Locate the setup code that assumes a package.json and the build step it hands off to. Done means a static project without package.json deploys, or the skip-build path the issue proposes works, with a test covering it.

Thank you Cloudflare for making such a great cli. when I try to deploy a static site using cf recently, I found that when a project does not have a package.json, you cannot use cf to manage this project. I noticed that using cf on a project must have a package.json. Otherwise, cf cannot complete the setup stage.
This create a problem. Replacing wrangler with cf would become troublesome. You must create a package.json, install cf, wrangler or vite. Even if the project itself does not require package.json (like a pure static site). As for now, cf cannot replace wrangler completely.
Possible solutions:
- Use wrangler as a direct dependency of cf cli
- Provide a ways that can skip wrangler build stage
