Start at opsqueue/src/consumer/server/conn.rs around line 240, where a consumer waits for a chunk to become reservable, then find where that notification is sent. Trace the code paths the issue names: removing a reservation after chunk failure, and chunk completion failing, to see where no notification is sent. Done when a waiting consumer is woken in those cases, which a test should confirm.

If no chunks are available for reservation, a consumer waits to be notified about a chunk becoming available. https://github.com/channable/opsqueue/blob/75f8b3798f6948a595cb185a3db8c848e9f1769a/opsqueue/src/consumer/server/conn.rs#L240
However, not all code paths that lead to a chunk becoming reservable notify the consumer. For example if a reservation is removed after chunk failure, or chunk-completion fails. Thanks to @SemMulder for discovery
