What happens
At the running cap, when a lease is released, #mayRemainWarm in src/core/warm-pool-coordinator.ts:332 keeps the device warm only if it equals the head waiter's create spec (sameSpec). A waiting class request (--class phone) has a create spec naming one model, such as iPhone 17. So a released iPhone 15 that fits the waiter is shut down, and then an iPhone 17 is booted for it.
Expected
A released device that fits the head waiter stays warm and is granted to it, as ADR 0015 orders: warm fitting devices first, before anything is created.
